The Stop payment of the check was under your watch you just admitted it in your statement here how you told the Clerk/Treasurer to do it. Where you not on Council then?

So when that was done the money that was associated with that check was in the Village Accounts. If you were so insistent on placing a stop payment on the check why were you not insistent that the money be sent to the IRS again?

There were over $68,000 in saving CD's for the Village that did not include the fire fund CD when YOU took office. Those CD's were general fund CD's. Those were cashed in and the PERS was paid but not the IRS. Why? Maybe you can explain that because that was under your watch as finance chair.

Your facts are very far from reality Ms. White.

Why is it so difficult for you Ms. White to blame EVERYONE that played a role in the debt of the Village going unpaid. I blame Russolillo, Cain and Hunt, but I also hold the Council Members that sat up there and did not do the oversight that they are required by law to do. I blame you and those that you were elected with for making it worse and not better to solve the financial problems of the Village. Because of personal vendetta's against a select few individuals the financial problems of the Village were ignored and the Village incurred more debt.

As to the loan resolution, yes you have a copy that was given to every member of the Council in their council packets, but THAT resolution WAS NEVER brought before council for consideration because I provided the information that it would be ILLEGAL if it was voted on. That is how you know about it. You should have in your records my memo that provides the information of why a loan could not be obtained. Nothing to hide there, I did my job and provided the information about the loan. Sorry you cannot see the truth even when it is in black and white.

Explain to me Ms. White how you would see $100,000 of police coverage, gas for the cruisers, repairs to the cruisers? Spending money does not ALWAYS mean that something is physically provided and you can reach out and touch it.

You CANNOT see labor expenses. Nothing is built.

I would explain to the IRS just as I do with everyone else that I deal with, with the truth. I have nothing to gain from lying to anyone. I have NO ONE to protect or cover for. With my OATH OF OFFICE I hold EVERYONE that I feel played a part in the financial problems of this Village, including YOU Ms. White, RESPONSIBLE.

If anyone has a question about the bills of the Village being paid all they have to do is look at the information that is provided to them EVERY month. It provides every member of Council a list of what checks were written, the appropriation status, the bank account and fund levels. Copies of those reports are available to the public and ANYONE may ask for a copy of them.

It is not my word, but the facts presented in black and white on the financial reports that are given to EVERY Council Member and reviewed at EVERY Finance Committee Meeting by ALL COUNCIL MEMBERS. Those would be the same meetings that you walked out of or failed to attend.

I will represent the Residents of this Village and see that they receive the services that they pay for and that the Village is protected from fraud and abuse. In the OATH that I swore I hold all accountable to do their jobs and serve the residents of Valleyview to the best of their abilities and in the best interests of the Village.

admit I told Lee to stop payment on the I.R.S. There should have been a stop payment on the B.P,Workman's Comp. and other tax checks supposedly written, but never received.

You must have forgotten. The reality is that even as chair of finance, nothing I said mattered and I wasn't allowed to see anything. The clerks were told this.

I would see the expenses of the police department if they were ever presented to council for payment.

Since the auditor stated that the police records were wrong or non-existent, how do you know what they took? Is that ok too?

The resolution about a loan was brought to council. Did you forget, I stated that no one would give the Village a loan under any circumstances?

I don't remember you stating in your oath of office that you were partly to blame. You weren't on council at the time. The oath is avowing that you will honestly work for the good of the people.

My oath included the dis-honesty and fraud of EVERYONE. I un-covered it and it would not be right and legal to say, ''It happened but I was not on council at the time.'' That is a cop-out for people who don't want to make an enemy of Russolillo. I did and look what happened. I was threatened with arson and bodily harm. I may not be there, but I have a remarkable memory. As Richard Shuster told me years ago, ''You are like a dog with a bone.'' No one has goat or my bone!

Why didn't you answer the question of what you would do if your employer ''used'' your withholding tax and pension fund for ''something else''. And you had to pay them again?

What if you approved your accountant to pay your personal bills and he/she didn't?

Wouldn't that be embezzlement of your personal funds?

Why is the money of residents any different?

Although the readers of this sight are to cowardly to post or comment under their own name, I am sure they would like to know too.

If my employer had used my withholding tax and pension fund they would be in jail for embezzlement. The key there is that I WOULD NOT PAY THEM AGAIN, just Valleyview DID NOT pay them again. The money would be recovered and the insurance in place would cover my losses. There would have to be a large conspiracy in place to cover the theft of the money as the yearly account audits would show the theft. Also, I would have a responsibility to review my monthly statements to make sure that my money is where it is supposed to be. That is what I do to make sure that MY money is working for ME. Again the oversight is key.

You want to hold Debbie Cain responsbile for sending a check to the IRS for the witholding taxes that was NEVER cashed. HAD THE PROPER OVERSIGHT BEEN DONE BY COUNCIL THE CHECK WOULD HAVE BE UNCOVERED SOONER AND THE PROBLEM SOLVED SOONER. There would appear that there would be more people responsible than you claim or want to acknowledge.

No, if the money remained in my bank account then NO MONEY WAS STOLEN. I then would pay the bills and still fire the accountant and sue them for any late fees. Again, this still requires MY OVERSIGHT to see that the bills are paid because ultimatly I am responsible to see that the bills are paid.

The money of the residents is not any different, but you have failed to prove that the Residents have paid TWICE. If it was not paid once, how can it be paid TWICE? if the OVERSIGHT of the COUNCIL had been done as REQUIRED BY LAW problems could have been handled sooner. All I have ever stated is that EVERYONE responsible needs to be held responsible. You cannot just single out three people when 6 Council Members sat there year after year and did nothing.

No, I believe that they do not want the unwarranted personal attacks that you seem to hand out left and right when someone has a different opinion than you Ms. White. It is unfortunate that you do not respect the right of others to have a different opinion than you on a subject.
