10/3/99 Broomfield Problem

I'm back. I'm here to disagree with you again. Your opinion regarding the 1996 Broomfield election is just that - an opinion. My understanding of the ballot question was that it gave direction to the city council - consider the matter; if a city and county of Broomfield is financially and economically feasible, proceed to have the matter placed on the state ballot. I asked the Broomfield city attorney about this and it is his opinion that the ballot question gave the council the direction I've summarized. He wrote the ballot question. Your opinion is at odds with his.
I don't believe that any elected official lied to any senate or house committee or to anybody else. You may disagree with the city attorney's opinion and with anyone who agrees with it, but that is an entirely different matter than saying somebody lied. You previously mentioned Larry Cooper's comments about the number of community meetings that were held on the city/county possiblity. If you add up all of the Broomfield Connection meetings, all of the community vision meetings, all of the city council meetings, and all of the council ward meetings, he may be very accurate in what he says. I have never known our Mayor to lie about anything. He is a man of the highest integrity.

You previously mentioned that Broomfield citizens would not have access to Boulder County open space areas. I checked on this. You are incorrect. The IGA between Broomfield and Boulder County provides that residents of the City and County of Broomkfield shall have the right to use Boulder County open space areas on the same terms and conditions as Boulder County residents. Pretty good negotiations by whoever Broomfield's representatives were who negotiated the IGA.

You seem to have a problem if elected officials participate in activities as citizens. Why? Our elected officials are the leaders of our local communities. If they want to participate in various things as citizens, I think it is good. It shows that they are willing to stand up for what they believe in. Just because they are elected officials, they do not give up all of their rights as citizens. Rather than criticizing them for being active, I believe you should be thanking them. Being an elected offical takes a lot of time. Being active as citizens in addition takes even more time. I believe they deserve some compliments for all of their time and efforts. We are fortunate to have them.

Hi WW. I have to be out of town a lot on business. But, I'm not going away. It may take awhile for me to get back to this. But, I'm going to make every effort to because I strongly believe in what Broomfield is trying to accomplish.
I wish I could help prepare for the hearing because I think there are some legitimate concerns. COPS are really not that much different than municipal bonds. If they are not repaid, the COPS holder takes the loss. I think Broomfield will do everything possible to assure that the COP holders are repaid. Why? Because it is the responsbile thing to do. It is also ethical.
The other aspect of all this is that COPS are not financing everything Broomfield has to do. City staff members have told me that Broomfield must provide staffing and space for human services, county assessor, health services, and of course staffing for the jail. Broomfield is incurring costs to get ready for 11-15-01 and will continue doing so. Your repeal will not be on the ballot until 2000. Broomfield cannot bring everything that is necessary for becoming a county to a halt until 2000. If they did and CVELG's proposed repeal were not to succeed, Broomfield would not be ready to become a county on 11-15-01. As I see it, it's a tough situation for everyone.
Also, I do not believe that any Broomfield elected official lied to any senate or house committee or to anyone else about the city and county of Broomfield. I would like to knwo who said they lied because whoever said it may be liars themselves or may be short on the facts. People can always say that "someone lied." However, when they are confronted face to face, they frequently change their tune. Broomfield's mayor is a man of the highest integrity who does not lie about anything. Br. Anonymous questions some of the things Larry Cooper may have said about the number of meetings that were held on the city/county idea. However, if we were to add up all of the Broomfield Connection meetings, all of the community vision meetings, all of the Council study sessions and Council meetings, and all of the Council ward meetings, he just may be very correct in what he said.
You had raised a question about do the ends justify the means? The political philospher Machiavelli said this many years ago. I don't agree with it. And those of us who worked for the city/county certainly did not practice that approach.
