Thank you Cheryl. I can understand your passion; and I do not want to take away any of that passion; as I do find it admirable. I only suggest that you direct that passion into constructive action in achieving the goals of CVLEG: which will have to do with the research that WW is discussing below; not toward trying to bring attention to individuals; specifically Tom, George, and Charles.
Let me explain this to you; I was a sometimes participant in the revolution of the sixties; as I lived in a major city which was one of the centers of the revolution (in numbers, often headlining the news). Our passion for truth at the time was the involvement of the US in Viet Nam; and we stood in the streets, and gathered and screamed at buildings made of bricks and glass. Ineffective in changing policy because bricks and glass do not have ears; and because bricks and glass do not make decisions; effective in the expansion of the police department. We were observers really, of a policy we did not understand; but only knew the end result. The challenge this group has undertaken is to see one end-result; and challenge the process by which that was achieved. It is a lot of work involving hours of research and detail.
Coupled with this is the need of over 100,000 signatures from the Colorado electorate in a very short period of time; hampered by the holidays and winter weather; and a ballot issue that will not be voted on for a year. To win will involve tremendous effort and education of the public.

Caution is being taken not to expose all the questions of the group on the board; as these questions may not be valid; and the last thing this group needs is a reverse charge of integrity agains them. Good luck; you can find a way to make your role productive.

A committment was made to open space in the 1994 Vision statement; supported by the Master Plan in 1995, and the Strategic Plan of 1997. All of these committees were comprised of citizen representatives from each ward, and councilmembers.

To ensure this was accepted as the policy of the city; in 1994 a vote was taken to increase taxes for the sole purpose of funding open space purchases. An open space committee was formed in the process to identify specific areas all over the city as sites to purchase with open space funds. These sites are not to be confused with parks; ball fields, soccer fields, or any semblance of these; specifically one of the requirements being irrigated land (such as a golf course). There is a separate group for the development and preservation of these. Both of these groups are very active and council aware to insure that development does not happen in a designated area. What has been happening in BF is a conflict of interest over one piece of land; both sought claim to it. Last night, as this was the center of the vote in 1994; the open space people claimed victory in preserving this as undeveloped; but at the same time it was the open space faction that rewrote the resolution demanding that the council find AND PURCHASE land to meet the needs of parks and recreation; upholding the standard of the vision, master plan, and strategic plan. This was not something that parks and rec had considered as part of the resolution; one considered the purchase process too burdensome. However, parks and rec would also have had to purchase this area from open space; and open space was not ready to sell (obviously).
Open Space is quite happy; parks and rec is organizing a search site team; and will be given the ability to find an area at least three times the size of this one; to totally meet their current and growing needs. Both serve as watchdogs of the council in adhering to the orginal design; a couple times both have lost but been able to create a trade-off.
