Flushing On The Hill Civic Assoc.

Our neighbor has lots of Baboo Trees growing in their backyard.  My problem is that it keeps on growing and spreading into our property.  My husband and I keep on cutting or trimming the branches that goes on our side.  We would also pull out the bamboo trees that sometimes pops out in our own property.  We do not know our neighbor since they keep on changing (renters and mostly speaking Chinese only). The owner lives in another place. I have also read on the Internet that Bamboo Trees can cause damage to the pipelines, sewer and home foundations.  Is it legal to grow them in Flushing? Can somebody help me on what to do? Thanks!
