NEAC Feb Gen. Mtg. Part 2

American Community Developers (a for-profit affordable housing corporation out of Michigan) wanted a letter of support for a low income housing tax credit for their project. They are trying to buy Mt Vernon Plaza, renovate it and re-rent, still as Sec 8. They explained the rehab they wanted to do, and how much the tax credit would help The project is in 2 parts, I is the high-rise, II is the townhouses (the commercial is excluded from this) They will have HUD Market to Market funding, $1,582,000 for I, $577,238 for II, but want tax credit money also, $1,627,000 for I and $1,155,000 for II. Commissioner C. Powell had a whole list of concerns about the project, mostly deriving from insufficient information in American Community Developer?’s presented plans. American Community Developers mostly responded that they will be buying Mt Vernon and will spend the M2M money, but would also like the tax credit money, and they have a proven track record of successful projects. Vote was tied 6-6 and Chair Bailey broke the vote with a no.

Announcements
There will be a meeting for discuss the future of the Model Neighborhood Building (Broad St near Latta), Tuesday Feb 18 at 6pm at the building.

Commissioner Johnson is inviting Joyce Bailey -27 House district to the NEAC district 1 meeting. Also Linda Donnell-a housing person (Sorry for lack of details) Meeting is Thursday Feb 27 at 5:45 pm at 1035 Atcheson ( senior center)

President?’s report
Met with city people about Near East Area Plan. Will get invites out to people about meetings on it. Youthbuild has buyers for the 4 houses they have finished

Treasurer?’s report. An overview was given to the commissioners. They haven?’t been audited yet. They won?’t get their money until March

Old Business. Some discussion about the other NEAC District meetings. Nothing definite. Community Awareness day will be in April of 2004. Commissioners are working on it. The new NEAC brochures have the wrong zip code, but Commissioner Lewis is working on the problem.

New business: Commissioner Cates is resigning. Will need a replacement when it is all official.
Commissioner Thiodokas (sorry about mangling that) says Columbus State Community College is planning a second campus up in Delaware and is concerned that all the better-off people will go to that one, and orphan the one near us. He will try to get someone from there to talk to NEAC about it.
