you can stick your petition up your butt, anyone comes for my dog, which I consider my children, will have a rudd awakening, I will fight to the death to take care of them, so if you cant stand alittle inconvience of them barking , since their inside dogs, come and get um and see what happens

The key here is "frequent".  Anyone who knows ANYTHING about dogs will know that they do bark - it's their nature. It is how GOD designed them, and honestly, I would rather my dogs bark at people they didn't know because it adds another level of security to my home.  Again, though, if you THOROUGHLY read the law, Animal Control's purpose is not for "noise control" but rather if there are dogs running loose - then that's when Animal Control can step in.  They even state it at the top of their publication:

Animal Control is dedicated to reducing incidences of animal-inflicted injuries and protecting citizens from rabies by promoting responsible pet ownership through the enforcement of animal control laws and public education.

Does this say ANYTHING ANYWHERE about controlling barking?  Hmm, am I missing something here? Grow up, would you?

Actually, placing a neighbor in the position of having to constantly hear a dog barking, forces the neighbor to act on the situation on their own.   For example, the neighbor might act on their own initiative in order to silence the dog.  There are many ways to discretely silence a barking dog.

Isnt there a muzzle law. In other words, dogs with occasional barking is fine. I even appreciate my neighbors dogs barking when strangers pass by.  BUT.... these dogs bark CONTINUOUSLY from the moment they are let outside.  Their owners leave them out from 8AM until 6PM and sometimes later. They bark at each other, the wind, they run around in circles and bark continuously. I work from home and it is so much noise people on my phone calls ask if I have a dog. Not only is this a nuisance but frequency of their barking nulifies any indication that a stranger is approaching.

 

There has to be someone that can address this.
