Gray area
Specific prohibition from the Iowa Ethics and Campaign Finance Disclosure Board:

The gray area lies in the word ''use''. Was there physical control of the fire truck by the candidate?
Or was the photo taken at a time and location that the general public could also take the same type of photo?
Personally, I don't think a photo would violate this. A photo of a canditate standing on a city street is tantamount to the same thing; and there is nothing wrong with that.
But, I, too, have not seen a city ordinance on this issue.
