The example in Muscatine: Do you remember the shooting on 5th street where a "gang" member was shot by different "gang" member? One of the shooting gang members had an apartment on West 4th, where they all hung out. Immediately after the shooting, it was decided by someone in the City government they need to be ran out of town.
All of a sudden, the housing inspection had to be undertaken for the apartment the gang rented. After a long and tedious inspection a cracked 110v outlet was discovered. Under the excuse the home is a safety danger, the city ordered the immediate evacuation of the premises. The gang people were gone in less than 72 hours.
From one standpoint, good move, got rid of some unwanted, from another standpoint, sure did infringe on someone's rights. It was legal, however. Apparently the NY mayor decided they should be gone, and guess what they are.
Were the City of NY and Muscatine right in imposing their own version of intimidation, infringment and abuse? I guess it depends on what viewpoint you are looking at the issue from.
