I agree regarding our inability to judge this case with what we know now. But, what makes you think that there is no investigation?
I just heard on tv that the gov of florida has appointed a special prosecutor to investigate this 'situation'. Perhaps that is what makes me think that 'there is no investigation'.
In criminal cases, the normal procedure is the following:
An investigation is conducted by the police or sheriff's department (etc.). This can take a few minutes or many months or years.
The evidence is discussed with the city or county prosecuter.
The prosecuter decides whether or not to procede.
If it procedes, the evidence is presented to a grand jury.
The grand jury decides whether to indict or not.
The case then procedes or is dropped based upon that grand jury decision. etc.
