NOAA says it flows into Lake Michigan under certain conditions. You've never produced any evidence to refute the alternate condition that the net flow is into Lake Huron. Nor have you explained how Chicago can divert enough water from Lake Michigan to ever get any Lake Superior water into the Mississippi waterway. Your problem is you can't understand how it is measured.
