You apparently haven't been around that long. Nearly all electric co-ops were the result of Roosevelt instituteing the REA in the 30's.

What would you call it? Muscatine Peoples Socialist Republic Power Company?
I would call it a municipal utility. It's a municipally owned and operated utility. A government enterprise. It's board of directors is appointed by the Muscatine Mayor. It's a member of Iowa Association of Municipal Utilities. Sal Lobianco, General Manager of MPW, was a past president of IAMU and is now on the executive committee.
Central Iowa Power Cooperative is a completely different entity. No overlapping ownership or management with MPW. It's address is P. O. Box 2517 Cedar Rapids, Iowa.
The address you gave is for one of its coal fired generating plants. It used to be owned and operated by Eastern Iowa Power Cooperative. Then was taken over by CIPCO. I believe it's shut down or they're in the process of shutting it down. It was built in the late 40's or early 50's. MPW has been around much longer.
They had a long standing interchange agreement with MPW. Probably since the 1950's.
