"When has MPW been called a cooperative?"

Utilities, if not private entities, are publicly owned co-ops, as long as I've been around.  In fact, that  part of M,P&W that supplies electricity, is officially known as,

You apparently haven't been around that long.    Nearly all electric co-ops were the result of Roosevelt instituteing the REA in the 30's.

I would call it a municipal utility.     It's a municipally owned and operated utility.    A government enterprise.   It's board of directors is appointed by the Muscatine Mayor.   It's a member of Iowa Association of Municipal Utilities.    Sal Lobianco, General Manager of MPW, was a past president of IAMU and is now on the executive committee.

Central Iowa Power Cooperative is a completely different entity.   No overlapping ownership or management with MPW.   It's address is P. O. Box 2517 Cedar Rapids, Iowa.

The address you gave is for one of its coal fired generating plants.   It used to be owned and operated by Eastern Iowa Power Cooperative.  Then was taken over by CIPCO.    I believe it's shut down or they're in the process of shutting it down.   It was built in the late 40's or early 50's.   MPW has been around much longer.

They had a long standing interchange agreement with MPW.   Probably since the 1950's.

Write only what you know about and my reading comprehension will quickly go away.

Excuse me, they're actually called the Board of Trustees who are appointed by the Mayor and ratified be the city council.

So mallcontent accepts the level of pollution that the original subject of mallcontent's post puts out; as long as their rates are the lowest. They are on the DNR's watch list for aerial pollution; and the link I provided from our own local paper makes reference to their coal ash on our streets and driveways (that washes into the storm sewers, that then washes into the Miss. Rvr) is wholly acceptable by mallcontent.....as long as the rates are low and mallcontent can claim socialist bragging rights.
