A coworker of mine live in an HOA where the dues are voluntary. We can amend the by-laws to make them voluntary. Rules enforcement can be carried out with the method that (the violator pays the attorney fees). This would be good for Northwood Hills in that the common areas are nothing more than scraps of land left over that the builder could not do anything with. No one, in the past 10 years has been hurt in the common areas. I don't even think that anyone even knows how to get to, or in the common areas. I believe that it will now be possible for a fraudulent claim against the 1 million dollar policy. Let's make the dues voluntary and the rules mandatory. If you do it this way, this whole thing will go over much smoother and everyone will be happy.
