Your proposal would split the city itself into two school districts. I don't see much chance of that happening.
Besides growth patterns are to the east and south of the district and your plan would mean PLSD would have to bus kids through PCSD to get to school. I'm afraid you'll have to take your fair share of the undeveloped land to the south and probably west which won't solve your problems. You'll still have a new building requirement every 3 years and an operating levy every 4 just like now. With a smaller population I think your taxes would actually go up
