Didn't City Council pass legislation of Ethics?

Didn't all the councilmen and staff have to attend ethics training?

I wonder if all the newly elected councilmen and newly hired staff have attended any sort of ethics training.

Ethics training - not integrity

It was ethics training council attended - ie. don't break the law. You can't enforce integrity or the lackthereof that you're seeing. There's no law against being a slimeball.
