Proof?

Is this proof of a team forming or one of the other mentioned things above? I find it hard to believe teams are forming over a year ahead of time for next Nov. election. So much changes in a year that who knows what could happen. Steve Elsea just came off an election loss in the primary where he put his whole heart into it. It might be to much for him to run another campaign right now. Brian Sauer has a headache of a club on his hands right now, and he is stepping down, which does lead me to believe he is running. Especially from comments he has been making. Gavin Blair is in college still I believe, and while he is heavily involved, would have a heck of a time getting elected to city council I think. Just all speculation much like what I think the team of three is anyways.
