in the law a few years ago, the schools got the legislature to allow non union work not at prevailing wage on school projects...for savings...and free leaky pipes in High Schools...

Private build and lease-back?
On a recent vacation I saw a local article regarding a school that was built by a private investor and leased back to the public school district. The project was completed as a private entity and thus avoided all the requirements to use prevailing wages, etc and all the high overhead normally assocated with public works. The construction and operating cost savings were substantial as you would expect when competition is involved.
Is this a possible solution for the PLSD? Is that not how the Police HQ was built?

Any mouse is slowing of the growth in the district one of those criteria?
Is building over sized buildings another one of those criteria?
Then of course why does it take until 2009 to build these schools? Clearly if you are planning to build a copy of the Tussing road school then your architect should be ready for bids the day after the bond passes. This not something you need to draw up plans for right? Is it possible the board is going to invest the money (not that we need the schools NOW attitude) and raise around $4 to $6 million to spend as they please? What is the board planning to spend this additional money on?
Would it upset us all if we knew?
