I finally figured out why our most senior councilman never opens her mouth.
She has to run this fall.
What better way to be able to again fool the voters by being able to say ''I never said that.'' ?

Leadership?
I agree with the poster below
It all goes back to leadership.
Why is a rookie councilman now the council president? Leadership?
Why does he sit in the seat next to be the mayor given the current mayor's quirks? Leadership?
Why was the most qualified removed from council president? Leadership?
Probably because he didn't tow the line and 3 rookie council people and Heidi had to teach him a lesson. Leadership?
This fall the election is about leadership for me.
I'm tired of stepping stone politicians.
I'd take a coffee salesman over a divorce lawyer or a steak and fry guy anyday.

Payment
The positions of leadership (well, supposedly) were payments for votes. With an ego like Smith's, offering him the presidency of council was all it took to buy his vote.
Now he is wavering but he will be reminded to toe the line. Council can reorg whenever they want to. He could be out as fast as he got in.

Stayed tuned
The election drama has yet to even begin to unfold. Allow me to set the stage...
Shaver is out, he's already moving his law office. His wife/girl-friend/mate has laid down the law that she will not live in Pickerington. Bottom line is that he is moving. Smart money says that he will be gone by mid-summer.
That leaves Keith ''Savior of the Elderly'' Smith as the mayor. Should he decide that he wants to keep that job he needs to run in November. He won't... the guy is ready to stroke out from the stress now.
Enter stage left as the new Mayor candidate, Heidi!! She is laying low now so that she can swoop in to save the day for us all.
