You may get free water and sewer, your neighbor gets *&%$ed. You see, the current (pre SB5) annexation law allows an annexation petition to be presented to the County Commissioners. This petition is comprised of adjoining properties. Of these properties, only 50% +1 need to say yes.
Once Pickerington identifies a parcel they need for their annexation petition, they approach, pressure, and manipulate other property owners that touch that parcel. Once they have enough signatores (not acres) they put together an annexation petition. (Remember Pifer?) The property owner being hostily annexed may not even know their name is on the petition until it is in front of the County Commissioners. There would be no easy way to get out of it if the County Commissioners approve the annexation. Pickerington collects these strategic properties, like Kessler Heating and Fee (new self storage/junk yard) on Basil Western. They will put them together with Weiser and any others until they can and hostilly take the other needed properties.
