I wanted to make a few more comments concerning the re-alignment of 256 and the I-70 west access.

Last week the Pickerington City Council was presented with a re-alignment plan that was billed as the fix for our traffic problems under the I-70 Bridge. Judging by the council member?’s reactions this was the very first time any of them had seen the plan. For those that I have talked with and for those that have seen this proposal they all say that 95% of planned benefits, favor Reynoldsburg and Wal-Mart. Obviously the Wal-Mart developers paid for the study and I believe ODOT is trying to implement the developer?’s plan. This debate is not about how poorly the current Pickerington City Council has performed in their representation of the citizens of Pickerington. It is about an opportunity to get ODOT to finally get the Northern part of Fairfield County another I-70 interchange.

My personally concern here is that the 5% of benefits that this re-alignment favors Pickerington, Violet Township and Park Place are clearly over shadowed by safety concerns. This is nothing more than a disaster waiting to happen.

There are people in this community that I have great respect for and they want to approve this plan no matter what. Please take some time to think about a couple of issues. The grid lock outside Wal-Mart was not caused by Pickerington. It has exacerbated the Pickerington area?’s traffic problem. Please remember the cars approaching the I-70 Bridge, from the south, in the morning, do not all come from the City of Pickerington.

I have taken a lot of heat from friends and area residents because I want to maintain control over the traffic light at 256/204. I was told this is not logical. It is not suppose to be logical because this is now politics folks. It doesn?’t show an attitude of cooperation, and so on.

Clearly Wal-Mart and Reynoldsburg have shown that they have political clout with ODOT. They gained that clout by paying for a plan and presenting that plan to ODOT. Now in just a few months ODOT has placed this 256 re-alignment project on the fast track and they want to complete it by this November. We should all be impressed by way Reynoldsburg has ODOT jumping. The same does not hold true for Fairfield County and Violet Township or Pickerington. So if I may be a little devious at this point, why don?’t we use some of their political influence to our advantage? No matter how much money Pickerington has they can?’t just get some bull dozers out and start building a new interchange on I-70. Clearly 256 south of I-70 is at full capacity and needs an alternate route to relief the traffic. ODOT knows it is at full capacity because of their Gerry-rigged approach to our traffic problem. I would suspect that they will re-strip the roads with white duct tape. Clearly we can?’t put more cars onto I-70 west bound until they add another lane on I-70 to handle the traffic that is coming out of Reynoldsburg on Brice Road. ODOT tells Pickerington you will wait a minimum of 7 years before we address your concerns. I propose the following:

Damn the Torpedos full spd ahead

We go back to the negotiating table with ODOT and tell them we will give them in a written agreement to control the 204/256 traffic signal for two years if you can meet some of our concerns here. First ODOT starts the planning stage of building a new interchange with good access for northern Fairfield County/ Pickerington area in that first two year period. I don?’t mean a study of need but planning for where the interchange will be so that they can get costs budgeted for the project. At the end of this two year period we will give them an extension of their control over the traffic light if they start the land acquisition for the right of ways. The third two year extension would be the actual building of the new interchange.

The second half of the deal would be with the tax predators of Reynoldsburg. For consideration of us turning control of the 204/256 traffic signal over to ODOT they will drop their efforts by their Fire department and their school system to acquire that tax rich areas just north of I-70 in exchange for us being cooperative with them in solving their Wal-Mart access problems.

Clearly Reynoldsburg gets their access problem resolved by the Christmas shopping season. The Pickerington side of the I-70 Bridge then must suffer through the access problems of getting to work in the morning but we will have protected our tax base in the school district and for the Violet Township Fire department. If ODOT fails to live up to their part of the bargain then we have a document to sue them with. If ODOT refuses to cooperate with this agreement then let them tell Reynoldsburg and Wal-Mart why they refuse to address their neighbor?’s problems. Clearly that traffic signal is under Pickerington?’s control now and they can keep the grid lock up near the Wal-Mart store where it belongs. Once this is turned over to ODOT they will move the Wal-Mart grid-lock down and to in front of our Bob Evans restaurant. They have the lanes already in place to hold the extra storage here in Pickerington.

For those of you that are always finding fault with the Pickerington City Council then you need to take a very hard look at yourself if you think it helps us all to allow ODOT to dump on us in the name of cooperation and being a good neighbor.

If we miss this opportunity to put pressure on ODOT then we will never have another chance for at least 7 years to get that interchange. At the same time we will have given Reynoldsburg a golden gift of access to their commercial properties while at the same time the Reynoldsburg City School system is trying to raid our PLSD treasury and their Township trustees are trying to relieve our Violet Township fire department of millions of operating dollars. We either all stand up to them, and demand to be heard or we all cower in the corner. You make the choice!

You all need to attend the Pickerington City Council Meeting on Tuesday July 15th at 7:30 PM and then the next night the Trustees meeting at 7:30 PM.

Discussion with ODOT

I spoke with Brian Bosch from ODOT this afternoon to clarify some aspects of the 256 re-alignment. He told me:

-There will be no decreased service from any direction at the 204/256 intersection
-There MAY be increased service at some times of the day, but NOT during rush hour
-ODOT will close access from north-bound 256 to Turnberry Shoppes, re-routing traffic to Tussing Road and creating a new entrance at the existing stoplight
-ODOT will not add a left turn lane on Tussing Road into Turnberry Shoppes
-Pickerington must fork over $300,000 AND relinquish control of the traffic light at 204/256 to ODOT. If Pickerington refuses on either point, the entire project is off

Based on my conversation with Mr. Bosch, I would have to conclude that there seems to be no benefit to the Pickerington area during the time it matters most for commuters: rush hour. ODOT wants to spend $1.5 million to help Reynoldsburg, while requiring Pickerington to ante up.
Left turn @ Turnberry Shoppes?

If ODOT plans to close the left turn on 256 into
Turnberry Shoppes without adding a left turn on
Tussing Rd, how do they propose that people going
toward I-70 or Reynoldsburg on 256 will get into
Turnberry? Or are we all supposed to go to Wal-mart? This plan sounds like the kiss of death for
the businesses at Turnberry.
