CITY OF PICKERINGTON

PLANNING & ZONING COMMISSION

CITY HALL, 100 LOCKVILLE ROAD

TUESDAY, OCTOBER 11, 2005

FINAL AGENDA

PUBLIC HEARING - 7:20 P.M.

OPEN DISCUSSION REGARDING A PRELIMINARY DEVELOPMENT PLAN FOR THE RETREAT AT SPRING LAKES LOCATED ON THE SYCAMORE CREEK CHURCH PROPERTY JUST WEST OF PICKERINGTON NORTH HIGH SCHOOL

REGULAR MEETING

7:30 P.M.

Apparently only 10 minutes are needed to add another new development to our area.

I hope they are putting sidewalks on Refugee Road so taxpayers don't have to pay to bus kids to North & Lakeview - Oh, but wait - North and Lakeview are full - maybe they'll put on their sign ''Pickerington Schools'' but not the ones next door.......

Tired of more homes - this needs stalled until HB299 can get approved. Maybe it needs stalled until we have appropriate public school housing for all the kids we already have.

It's like Bethlehem - there's no room at the inn.

Design Standards....

Since the Design standards are passed last does that mean they apply or do not apply to these developments?

Do we really need more houses at Spring Creek & slammed with Spring Lake?

Can the developers show a plan of where these kids will go to school? Do the schools have room for these kids? Has the City asked if the schools have room for these kids? How many children will these developments generate?

Which schools will this impact? You can assume North and Lakeview, is Fairfield Elementary north of Refugee? So would it be Fairfield and Harmon or Violet and Harmon?

Maybe the developer should also have a plan to supply portable classrooms to the schools they impact. If they don't we will have to cover for them AGAIN !!!

They are coming

I am certainly glad you have been paying attention to the web site and monitoring the progress of the new development of the city.

I think you also need to consider that Spring Creek was platted in the Township. The county is providing the utilities. That means Dominion has vested rights given to them from the Township and the County. If you want to ask about the schools and other issues brought forth in your posting you should address the Township.

The new residential design guidelines will apply to these new homes being built after the design guidelines ordinance is passed and becomes effective. The P & Z is the first step in putting these guidelines in place. The guidelines must still go through Service and the Council before becoming effective.

I am sure if you are an avid watcher of this site you will know that the city is in the development stages of the ordinance you are talking about. That is called an ''Adequate Public Facilities Ordinance.'' In this ordinance all of the infrastructure must be in place before new housing plats are approved. That infrastructure would include the schools. So far the Schools and the Township have been luke warm to the idea.

I think we should all support and encourage our General Assembly to pass HB 299 which would give power to the schools and to the township to impose impact fees which is part of the reluctance for the schools and the township not to sign on to the APFO.
