The standards are the problems

Underlying your points lies the problem with many of the school levies as I see it -- We must build to a standard dictated by the state at a level that many voters don't feel is needed. We do not need the extent of facilities today's school administrators are pushing for. The three current elementaries serve their functions just fine (excluding the portable issue). They don't need millions to 'extend' their lives.
When schools present reasonable building plans at reasonable costs levies will have much better chances of passing. Until then I think every levy will be a pitched battle.
