Not completely true. The HOA can and does to continually fine homeowners. If the homeowner refuses to pay the fines, the management company files a small claims case in court. Ultimately, if you do not pay your fines, you will be dealing with a bunch of leagal troubles, but thats a long drawn out process which can and has taken years in the past to rectify (through other HOA's). So, the HOA is doing things about it, but in the end we cannot force anyone to do anything, all we can do is fine you and take you to court to force you to pay the fine.
The landscaping that the HOA pays for is for common areas only, not for private. We cannot tell the landscapers to go onto someones property and pull weeds. If we get permission from the homeowner, we can and have done that, and then we send the bill to the homeowner for those services.

Also, another approach to this situation, this time aimed at the parking problem. If that vehicle is parked within 30 feet of the intersection, it can be ticketed. ARS 28-873.A.7 says : '' Except if necessary to avoid conflict with other traffic or if in compliance with law or the directions of a police officer or traffic control device, a person shall not stop, stand or park a vehicle in any of the following places:....7. Within thirty feet on the approach to any flashing beacon, stop sign, yield sign or traffic control signal located at the side of a roadway.''
The county can cite the vehicle. If the owner does not pay that fine either, his license will be suspended. The courts don't notify you when they suspend your license, so the when he gets caught driving on a suspended license, he gets a free trip to jail!

Yes I do live on Camden, As far as weekly inspections I was told by a Bill Wadrope that they do weekly drive bye weekly but I do not believe that because I was talking to him once and he had no clue about house 3630. We as homeowners on this block have to come together on this and find a way to get them to clean up the yards, our values are going down. The HOA can fine these people till there blue in the face and it wont matter. Who has years for a court date it does nothing for us now.
