No they have not, I am checking with the city, the city says they have no record and everyone at the city says they hardly believe the City would authorize and pay for such construction especially with such budget constraints and serious projects like street widening, street repair, etc.  that needs to be addressed, turns out maybe half that property (street-row) may actually be mine.  I also don't recall anyone threatening anyone or calling names on this forum,  I do recall people "asking" about certain persons intelligence level!  So I suppose our new President has appointed herself "COP" of this forum and will now police our questions, comments and concerns, like I said...HOA time and time again have proven intrusive, and often times abusive of their power?  Do you recall anyone ever being threatened on this forum?  As far as the fence goes, I would just like to know who put it up, and don't feel that I should have to pay a surveyor to come back out and measure property lines,  meanwhile, I have cottonwood trees, weeds and garbage(literally) growing behind the fence, and the rats are out of control, my husband kills probably 5-6 a week, and I have 3 small dogs, Rat Poison is not a viable option., and there was a 6 foot cottonmouth on my back fence, and about a 4 foot rat snake in my garage last week.  I want the fence down, I dont know how people complaining across the street can B.... (oops, violation) complain and have a fence constructed and now my property buts up againts the bowels of hell(that's in the bible) and I can;t get back there to give it an enema!(Now then...I feel better).

The quickest way to find out who put the fence up is to start taking it down.  Take a couple of panels down and see who comes running.  No one comes, take it down.  As for the rats, they like ground cover, get some round up weed killer or you could be environmentally dirty and spray diesal around the area.  the smell will hang for a few days.

If there is a problem with your neighbors property, you could be neighborly and give him a heads-up to clean up his mess.  If he does not comply, call the city. I am sure Code Enforcement could get something done if it is truely as you say it is.

The problem with my neighbors property behind me thats been fenced of is that there is no way to maintain it now that there is a fence, perhaps you know the property owner his name is Ken NewellYell  the property next to me is an unpaved street, and the guy next to me and my husband and I keep it mowed.  When there was heavy construction still in the sub-division Casa Linda used it as a dump for their building materials and I couldn't get them to clean it up and our neighborhood association was no help, so I took the Casa Linda signs from the vacant properties to mark their property dumped next to my house!  They uses a bobcat to push it back into the field the next day!  I think it's kinda funny how things work, but back the the original subject, the rat infested debris ridden property that butts up against my back yard belongs to my neighbor Mr. Ken Newell.  I do believe I will be removing a section of the fence, then I guess if the person responsible for installing it in the first place is brave enough he/she will make themselves known.(not that I should have to clean someone elses property anyway, but I've been doing it near 9 years now).
