Clock Tower

Why doesn't the clock tower work. The residents of this community pay over $700,000 (3000 homes x $257) per year in assessments and we can't make the clock work? What's the problem?
Wrong property

There used to be two ''welcome to Westcreek'' signs, one on the north side of Military and one on the south side of Military. I've heard that those signs were not even on Westcreek property and that the one on the north side was removed by the contractor when Walgreens was being built and the one on the south side was removed by a contractor who is starting to develop that corner. The one on the south side contained the electrical and water connects for the ''island'' where the clock is. Bottom line is the association had signs and utilities located on property that they didn't even own. Didn't hear that version from the HOA did you? No, in fact, below is a quote from the July/August 2006 Westcreek Times:

Clock Tower
A little over a month ago as of this writing, electrical and water
service to the clock tower at the Military Drive West entrance was
literally cut off. When confronted, the contractor overseeing the
development (supposedly a multi-story, climate-controlled storage
facility and an Exxon Tiger Mart at the SW corner of Military Drive
West & FM 1604) related he had no idea electrical and water lines
were there, even though an electrical meter and sprinkler controller
were visibly attached to the brick wall. He is working with us to
restore electrical and water service and to locate the meter and sprinkler
controller at a location specified by us. In the meantime, the
contractor has made/is making arrangements with TXDOT for them
to water on a weekly basis the island on which the clock tower sits.

re: The explanation that utilities, etc. were in the brick VOW sign that got knocked down. OK, fine. But here's what I wonder (in no particular order):

1. Why was the VOW sign not on VOW property to begin with?

2. WHEN is the clocktower going to be fixed, and at whose expense?

3. If the clocktower isn't functional, are VWOA assessments earmarked for the clocktower being used to finance other initiatives? If so, what is that money being spent on?

4. If the clocktower never worked again, would anybody care?
My answers to your questions

1. Why was the VOW sign not on VOW property to begin with? Bad planning/management would be my guess.

2. WHEN is the clocktower going to be fixed, and at whose expense? Probably when the HOA can get the county/CPS/SAWS to get services under the road and onto the island where the clock is. I would guess VOW HOA expense.

3. If the clocktower isn't functional, are VWOA assessments earmarked for the clocktower being used to finance other initiatives? If so, what is that money being spent on? We should see the budget at the annual meeting next month. I think there is about $500 budgeted for clock maintenance.

4. If the clocktower never worked again, would anybody care? Somebody probably would but in the big scheme of things does that clock tower really do anything to maintain your property value which is a big reason to have the HOA?
