Obviously, if you have two kitties and a pup, and are so concerned about the dog(s) being out in the heat all day, you are one of the good guys. It isn't that you are just annoyed by any old regular amount of dog barking, as I was wondering from your original post. If I get what you are saying, you are talking about incessant-type barking, right? And if so, you are correct, especially if this is going on and on, and isn't just a one-time incessant-barking thaaang, that it warrants concern at the least. Good luck to you in getting the sitch resolved in a way that is beneficial to all, including and especially, the DOG(S). (Is it just one particular dog, or like a LOT of dogs, because if it is the latter, that is weird that you have such a concentration of problem OWNERS--not dogs--near ya, you know? Dang. the house at 2344 1/2 has a dog that barks all day and evenings as they leave him outside calling the cops is a joke as is ther CPO all I hear is we can't talk to them untill the evening but we don't work at night The pound tell me you must get another neighbor to listen and write down the noise each time it happens for up to 5 days then pass it on to them They will take them to court It seems no one cares nor do they want to help the folks who hate the woof woof all day

I asked the person I know that had a problem. They could do nothing either. They also said that calling the cops is a joke. It's at the very bottom of their priority list.

I've lived in Kenwood for almost 13 years now, and I can truly say that while dog barking is annoying sometimes, especially when it goes on and on and in the middle of the night, I have learned that when that happens, you better check it out good and perhaps call someone. I have dogs, and I am sad to say that I just got really angry that they wouldn't shut up in the middle of the night. Three times in particular, I found out the next day that my neighbors had their cars broken into in the night. When the dogs are going nuts, they are usually doing their jobs. If people are in the alley, they are doing their jobs. Now I always check. Unfortunately, one can't always see. On occasion I have called the police to let them know that the dogs are going crazy on my block and they don't unless there is a reason - they will send someone out if you are insistent. Of course, when the cops come, the dogs start barking again!
