There are also some dogs that hate the indoors, even in summer. I know this for a fact. They like to dig a nice hole in the dirt near a house and keep cool. If you keep dogs outside, it's not a crime. But they should not be chained up where they can't get shade (personally I don't think they should ever be chained up), and they should always have fresh water available. And if one happens to be walking on the sidewalk, the dogs will do their job and alert everyone that there is a stranger out there - but then they stop when they go away. Dogs are precious members of the family to most folks, and anyone truly neglecting them should not have them at all. So if you hear dogs barking all the time, check your street and alley, as some have been VERY busy with drug dealers constantly coming and going - and that horn beeping for the drug deliveries can really drive one nuts!

Sometimes it might just be an opportunity to meet a neighbor. I met one of my neighbors, a very nice lady, because of my dogs. She's always looking out for the animals and will help any in distress. Anyway, she became friends with the dogs and us, and would just really be so angry if anyone dared to hurt one of the dogs in the area. So, you never know who you are going to meet. If you don't feel combative when you knock on the door and are just a friendly neighbor, I'm sure you will find a friendly person behind the door as well, and a neighbor who will look out for you, too.
