The trash came when the drugs and kids came. They drop their trash everywhere. All properties involved in the drug trade are rentals - and they fill the streets and alleys with trash. They won't move out of the road when you drive down it - teasing you to just hit them. Landlords don't care, apparently. So, the trash gets cleaned up, but the druggies and all just keep putting it out. Please don't blame the homeowners on this one.
