On the dishes, federal law preempts any inconsistent HOA rules. The standard Dish and DirecTV dishes are within the sizes included in the protections granted homeowners by Congress. As a result, ARB/HOA limits tend to be preempted -- there are some exceptions for historic areas, etc. You can check the FCC website for size and details.
