I don't think they could have foreseen the new bins when they drafted the restrictions, so I don't think it all that unreasonable to challenge this issue. The only stupid question is the one not asked, so I wonder if it wouldn't be prudent to perhaps update the restrictions to include other types of covering besides fencing and shrubbery? A family's rubbish for a whole week, even bagged, will smell awfully rank. We bag ours just so we won't have to wash our bin so often, but it still smells by the end of the week.
