New Police Chief

At the April 11th Council Meeting Acting Police Chief John Chapman was hired by the Village Council as the new Police Chief.

Congratulations to Chief Chapman. Chief Chapman began his career with Valleyview as a Patrol Officer more than 14 years ago. He is an asset to the Village and I hope that he will represent the Village and himself well. If you see Chief Chapman patrolling the Village offer your congratulations to him.

Chief Chapman now begins his six month probationary period. The Council will be able to evaluate his performance over the next six months before he is hired to the position permanently.

Chief Chapman was chosen over approximately ten other applicants for the position. Three applicants including Chief Chapman were interviewed by the Public Safety Committee. After the interview process the Public Safety Committee made its recommendation to the Council that John Chapman be hired as the Police Chief for the Village of Valleyview.

Village Marshal Position

Ms. White,

Chief Chapman did not quit his job.

The Village Marshal's position in the Village of Valleyview is a Part-Time Position. The Village Marshal could not survive on the Part-Time pay that the Village provides. Attached to this message is the language in the Ordinance creating the Village Marshal's position. I hope that this information helps Ms. White.

Village Marshal Ordinance Pt 1

AN ORDINANCE TO PROVIDE FOR THE EMPLOYMENT OF A VILLAGE MARSHAL FOR THE VILLAGE OF VALLEYVIEW AND TO DEFINE THE SALARY, BENEFITS, HOURS, AND DUTIES OF THE POSITION OF VILLAGE MARSHAL AND TO DECLARE AN EMERGENCY.

WHEREAS, it is necessary to provide for the employment of a Village Marshal for the proper operation of the Valleyview Police Department; AND

WHEREAS, the Village needs to provide for the salary and benefits of the Village Marshal and define the expected hours and duties of the position of Village Marshal; THEREFORE

BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF VALLEYVIEW, that:

Section 1. The Council of the Village of Valleyview creates the position of Village Marshal, also referred to as ?“Chief of Police?”.

Section 2. Qualifications for a Village Marshal
A. Must be a citizen of the United States of America
B. Must be at least twenty-one (21) years of age
C. Must be of good moral character
D. Must be a graduate of the Ohio Peace Officers Training School
E. Must possess a valid Ohio Driver?’s License
F. Must complete a criminal, driving, and employment background check.
G. Must furnish proof of physical ability and be able to perform for extended periods of time, if necessary
H. Must be bondable and be able to manage Deputy Marshals

Section 3. Responsibilities of the Village Marshal
A. The Village Marshal shall work under the written general orders as prescribed by the Mayor.
B. The Village Marshal shall have control of the assignment, training, stationing and the direction of work for all deputy marshals (part-time or auxillary).
C. The Village Marshal shall have budgetary responsibility for the Police Department and shall be responsible to submit a yearly budget request for the Department as prescribed by the Mayor. The Village Marshal shall have the responsbility to work within and maintain the yearly budget of the Police Department and shall communicate to Council the financial needs of the Police Department.
D. The Village Marshal shall attend all regular Council Meetings and special meetings as requested and present written and oral reports to Council of the Department?’s status and accomplishments since the previous regular meeting of Council and be available to answer questions posed by the Council or Residents.
E. The Village Marshal shall be designated as the purchasing agent for the Police Department and shall purchase all supplies and materials for the Department.
F. The Village Marshall shall be responsible for determining Department uniforming and equipment color schemes with the advice and consent of Council.

Section 4. The position of Village Marshal shall be a part-time salaried position. No paid vacation, paid sick leave, paid holiday leave, paid personal leave, or health insurance benefits shall be provided to the Part-Time Village Marshal.

Section 5. Salary Benefits:
A. The beginning salary for the position of Village Marshal shall be Twelve Thousand Dollars [$12,000.00] per year.
B. The Village Marshal shall receive an additional Two Thousand Dollars [$2,000.00] per year if the Village Marshal resides within the Village corporation limits for the entire calendar year. Additional payment shall be made in the January following the completed year of residency.
C. The Village Marshal shall be paid according to the payroll schedule approved by Council.
