Permissive Tax Fund

Franklin County controls the Permissive Tax funds for Valleyview Drive and Hague Avenue. When the Village wants to use the funds controlled by the County, the Village makes a request before the work takes place and receives approval to use the funds. Those funds can only be used on Valleyview and Hague.

The Permissive Tax fund that I listed in the Newsletter Section of this website are the funds that the Village has received directly from the State and are available for use on all roads of the Village, not just Valleyview and Hague.

As to what former mayor Russolillo stated I cannot comment on as I do not know the situation you are referencing. You did not provide any specific information as to when it was stated and I would not even know what minutes of a meeting to review.

I am unsure if Street Money can be used to address any Storm Water issues. That is something that I would have to research. In the past I do know that the Village received money from the Ohio Public Works Commission for the stormwater replacement.

The funds that the Village currently has will be used to pay for the repairs and crack sealing that is all ready planned for all of the streets in Valleyview including Valleyview Drive and Hague Avenue. The Village will also be restripping Valleyview and Hague once all of the repairs and crack sealing are completed.
PERMISSIVE TAX

You cannot have a stated Premissive tax Fund. Permissive tax, I of all people know, is the one that the county holds. That is ONE thing Russolillo got right. If it is stated to be Permissive tax it can only be used for Hague and Valleyview. Are you trying to screw up the auditors again?

How are you going to explain to them using Permissive tax for streets and where did you get it? This money should be in the general fund.

My question is, Why are there two funds for the same things, as you state?

Village Funds

I have to say that I am a little confused by where you are trying to go with this line of questioning?

The Permissive Tax fund was in place before you joined the Council and nothing has changed since you took office and since you have resigned.

There are multiple Permissive Tax funds. One controlled by the Village and the other controlled by the County. Each has it specific uses. Because Hague Avenue and Valleyview Drive are considered County roads they have a responsiblity to maintain those roads just as Valleyview shares in that responsbility.

The County recieves a portion of the gasoline tax and permissive license tax for Valleyview and Hague. Valleyview recieves a portion of the gasoline tax and permissive license tax
for use on the roads of the Village (including Valleyview and Hague).

The Auditors have reviewed the accounts and have not made any recommendations or citations concerning the Permissive Tax fund maintained by the Village.

If we did as you stated, placed the money in the General Fund, the Village would be in trouble as the money can only be used for the Streets and nothing else. The General Fund can be used for any expenditure in the Village including streets, but also for anything else the Village needs. The Permissive Tax money CAN ONLY be used for the streets and if it was placed in the General fund it could be used for other things than the streets. That would be a violation.

I do not understand why you would advocate such a course of action Ms. White?

There are two funds for the streets. A clerk/treasurer in the past made a mistake and placed the money that should have gone in the streets fund in a new fund, the Permissive Tax fund. The money is still be used for it's intended purpose, the streets.
Once all the street repairs are completed, the money that is currently in the Permissive Tax fund will be used first to deplete the fund and then it will be closed. All current and future monies given to the Village for the Permissive License Tax and Gasoline Tax will be placed in the Streets Fund to be appropriated and made available for expenditure.

All funds in the Village are being used for their correct purposes and have been reviewed by the State Auditor.

I hope that explains why there are two funds.
