for your info tom whalen like others started at the bottom and worked his way up the ladder, when he left the incenerator he was a manager. when the incenerator closed he was able to move to the water department at a entry level position and agian worked his way up the later, agian aquiring the licenses needed to move up to be the chief operator another management position. when the operation managers position became avalible he had the expreience and licenses to step into that position also. you should have your facts straight before you tear people down to your level.
