So does this mean that if we wanted to put a fence in this spring that we have to use the wood split rail?

We really wanted to put in the vinyl split rail since, A) it looks nicer, B) with small children we wouldnt have to worry about splinters, and C) it weathers better.

is there anyway we can make an appeal to the board about this?  we have 2 young children and are in need of a fence but we do not want to use the wood fence.  We have also noticed that someone who lives near us has the vinyl fence at there house.  was special consideration made for them?
