It's happening. It's being used to get money back from soldiers discharged with PTSD mostly, but it's becoming more widespread when actual physical injuries have been involved.
The only thing is that they are diagnosing pre-existing condition after the fact. Now how could they have allowed the bonus to begin with if it was pre-existing condition?
