However, you peaked my interest so I informed myself. Oddly, when I used Google Translate and typed in every city, state and region that had "West" in it most came back as "West" including West Liberty. Those that didn't, like in the case under discussion, would have been "Libertad Occidental".
Both capitalized of course.
None were "oeste" followed by the noun. The modifier never preceded the noun.
