He does not have to report his personal donations to any campaign other than his own.
The campaign has to report donations. Tangible and in kind. If the campaign fails to do so then it is their problem.

We can prove everything said
If the Mayor is sending out campaign literature with a disclaimer on that says ''paid for by'' and he paid for the initiations and the campaign knows about it he must report his in kind contribution. If he allows a campaign to use his office for a phone bank and I believe the threshold is 1,000 calls he must report that to the campaign as an in-kind contribution.
In order for your theory to hold any water then I go out and buy $500 worth of campaign signs and if the candidate's campaign knows about it and we are working together then my $500 must be reported. Clearly hosting a fund raiser means someone has rented the space and they have bought the beer and wine. That must be reported to the Ohio Elections commission through the county board of elections. For the Mayor to say he didn't use the city's equipment then he is wrong because of those emails that went to city email accounts are sitting on the city's computer hard drive.
For those that say it can't be proven that Heidi had asked for donations for her Boss Blackwell, I will tell you it has been reported and it can be proven by going to the Secretary of State's web site.
So you dis-believers that say there is not anything wrong with the city and the Mayor's office get ready boys.

So you are saying that because the Mayor sent an e-mail to a city employee and they received it on a city computer, he ''used'' city equipment? That's so weird it doesn't even merit a reply. But, because I'm guessing you don't ''get it'', I'll explain. If someone sends President Bush an e-mail and he receives it, are they using the US Government's equipment for personal gain? Will they have to pay taxes on their use of government equipment? You're really stretching it. And, I believe it was the City Manager you accused of soliticting funds for Blackwell---totally untrue.
