Three readings in one night to buy a used swimming pool? Didn't want to give the citizens a chance to object?
Does the city really need this liability?

I was at the meeting
Nobody was there to object where were you? With all the rancor on this site about it, I was amazed nobody was there to say one peep. I think maybe city council was expecting to hear some objections too.
As usual, you did not care enough to come.

not an emergency
This legislation was not passed as an emergency. I think they wanted to get it done in one night so that any fees collected for the memberships would come to the city right up front. Membership applications for these types of operations start to be sent out in February normally and March at the very latest.
The city still has to close the deal before any of that can happen. There may be things with the contract and the nature of it that required the haste. Although I do not like to see this type of operation in the government, perhaps asking those involved why first is the smart thing to do, or maybe go to the meeting and see.

I was busy Tuesday
I was busy Tuesday night. I believed that I would have an opportunity to speak at one of the next TWO meetings. That ship has sailed.
Call it what you want, it has basically the same effect as EMERGENCY legislation. Who is going to start a referendum on this?
