I understand that there can be a contractual arrangement that can be entered into between the two parties (police and private property owners) that allows the police to issue citations on these private properties.

The fact that the officer issues a ticket doesn't mean he collected the fine. So I am not sure what would be refunded.

The other point of claiming that a parking ticket was issued. Was it a parking ticket or a trespassing ticket. Do you have the code that these drivers violated which should have been written on the ticket? Once you have the code violation then you can figure out what was issued.

The second point with the ticket is that sometimes these ''parking'' violations are triggered by a phone call from the school. In other words the police don't patrol these properties but they do respond to calls to ticket people parked in fire lanes and other unsafe areas. I would think that if they are truly unsafe and pose a safety risk that the cars should be towed. Then who takes on the liability for that?

Are these tickets criminal in nature or are they more civil in nature.
