If we were dealing with normal people recalling three and the mayor would be sufficient. Since they have just refused to submit the petitions you worked so hard on to the board of elections, do you think these are noraml people? If you recall three and the mayor, they still have three -fourths of the council that will be making the appointments. Given the total disregard they have for the voters, what makes you think they won't simply appoint the recalled councilmen and mayor back on board. Even if they didn't do this, they could even find worse toadies. Can you imagine the damage is some hack like Lee Gray got back as mayor.
The only situation that works is to recall them all and leave Shaver. By operation of the charter, he then becomes interim mayor . Since there is no council to appoint members, the charter would allow him to appoint the other members of council, who could then select the new mayor.
I do agree with you that people who want to be the replacements should speak up so that the city residents would not be buying a pig in the poke. Anyone who is interested should respond to the recall site.
