Talk to Ms. Stokic about the harrassment on school grounds.  The administration can restrict access to parents if they are not behaving.  File complaints about the code enforcement.  Code enforcement has to keep a record of calls and results of the visit.  Eventually, and it could take awhile, the authorities will put her on notice.  Messing with the kids at school crosses the line.  Neighbors unite and walk your kids home and record everything you can
