Jumping to conclusions?
I'm not sure what posting the repliers read. The one I wrote only applied to one isntance of selecting a Block Captain, not all. Please show me my quote which implies otherwise.
Let me ellaborate more to clarify things.
They did not ask for volunteers on that street when Mr. Tarver moved, the word on the street is that Mr. Tarver sought out a replacement and it was not opened up to anyone else. That is hand-picking. If the current block captain had turned it down, then they might have sought out a BC as long as it wasn't Barnes. :)
