Please stop Malosi.  You are embarrasing yourself.

I don't believe BB's "getting happy" refers to congress at all.  Here is the original post:

Note the "and".  BB is clearly referring to two separate activities, "getting happy" and "circumventing".  To interpret it your way, there would be the preposition "by" inserted rather than the conjunction "and".

ie:  "...getting happy with executive orders by circumventing Congress".

rather than what he actually posted:  "...getting happy with executive orders and circumventing Congress."

Do your own research, like you tell so many others (actually only a few of us, others get a pass).
