I hear you, and I would be devastated if I hit a child, however, an unattended child is the responsibility of the parent unless the driver is negligent(speeding),  I do agree completely, that being pro-active is the best option, whether it's speed humps, lowered speed limit or not allowing children in the street etc...  My youngest was 12 when I moved into RT, but no in our old neighborhood they weren't allowed to play in the front yard unless we were out front with them, and teaching  kids to stay away from the street is no different than teaching them not to play with the stove, or an electrical outlet, and surely it's not the fault of the guy that wired your house, or the stove manufacturer if your child gets burned or electrocuted,  in fact to many of these occurrences and CPS would surely take the child out of the unsafe environment or make the parent take PEC's(parenting education classes)   Sometimes there are so many unattended kids in the streets you can't safely drive , so if a child is hit and the driver is not breaking the law, where does the responsibility lie?  Unfortunately, like you said whose right whose wrong doesn't matter, the victim(child) is still the victim.  I have a friend that was sued by a driver because she had one of the yellow tent signs that say "Child at Play"  in the street, she was sitting on the drive in her lawn chair watching her kids(she does childcare) the driver rounded the corner was startled by the sign in the street, swerved to miss the sign, ran up in the across the street neighbors yard damaging her car, and injuring the driver(she sued, she won, and my friend now has a judgment against her because the obstruction was hers and was illegally placed,  thank God, there was not a child in the other yard,  extreme, I know, but whose fault would that have been?  I know it's a tall order but people need to not only slow their roll, but keep there kids out of the street.   Speed humps, lets get them, but ultimately it's the responsibility of the parent to keep their kids out of the street, just like it's their responsibility to make the go to school.

Yes,  I agree with everything your saying.  And I am not saying that kids should be unattended.  I think most parents do teach their kids not to ride/play in the street.  Unfortunately,  accidents happen.  We sometimes throw football in the street with some of the neighborhood kids....we are there with them and have cars come flying down the road.  And even when you yell to slow down,  you get the finger or cursed at.  Some people just don't care.  That's why having a speed bump in front of my house is just fine with me.  It's not just necessarily a safety precaution for kids,  it's for families too.  I am sorry to hear about your friend.  Hope everything works out well for her.

Who woulda thunk it huhUndecided.  We really need speed humps on River Trails Blvd and Saranac, the streets are wide and un-obstructed and I know people speed down those two streets!  PS:  Speed humps don't hurt a vehicle unless you fly overthem.  PSS:  If you know someone who needs a vehicle, my husband Patrick works at Huggins Honda and I am an Auto Broker(in case, you know your cars get torn up on those speed humps Wink.

It turns out as some mentioned,  that RTHA did a traffic plan when the school was put into place.  We did get a few speed humps however, there was some resistance to getting additional speed reducing devices.

I will talk with the City and see if we can revisit this again.  However, it is a huge project as it consists of putting togeather a commitee and coming up with a approved traffic plan and then getting a vote from all residents.  But, well worth it.
