hey there !  i wanted to note that i have called charmin is it on 3 different occasions.....

1.  there were commercial trucks which i have taken pics with plates parked on our grass and fishing, i have photos of the fisherman walking behind the houses on the lake for a better spot.......trespassing basically...... i was written up because my father in law parked in the street with his tires 4 inches on the grass for 20 minutes.  the lawn maintenance took a photo  of my father in laws car and sent it to charmin.........  funny thing is i was given a warning, but when i called with photo evidence of violation, i was told unfortunately there is nothing in the bylaws stating people cannot fish there......i asked why the homeowners wasted money on a no fishing sign...... no answer was given.....

2.  when i asked about the house raising chickens and homing pigeons, i was told there was nothing in the bylaws stating you cant  raise  chickens

3.  when i asked about the house with a pipe running under the garage staining the driveway  with a constant leak of water, i was told there is nothing in the bylaws stating you cant have a pipe running out of your garage....

to tell you the truth i can't imagine a set of bylaws in a urban area that does contain a section on chicken coops and pipes under garage doors.....by laws just aren't structured that way......simply written bylaws seem to provide a margin for no enforcement of anything at all..........

i was also told that enforcement of violations are not pursued as then we would have to pay legal fees........isnt that what we pay our dues for? i would rather spend money on enforcement  of violations to keep up our property value, rather than renting big balloon bounces and having parties ....news:  we all dont go to those parties, but all of our property values are going down  - lets quit getting ripped off by the lawn service and use that for legal fees - something !

the answer just doesn't seem to hold water.....

also is it true that the board has ignored the problem with the burm and now it will cost us more??????????  not good, sounds like some balls are getting dropped. HELP -  look forward to meeting u and your wife at the meeting.

This make me a little angry!  People fishing in it when it says no fishing. My son has asked me before if we could fish for fish in this pond, and as a mother I have told him no you cant do that look at the sign, explaining it to him.

Then there was another time we were walking around the pond area and we seen someone fishing in it.  And again my son ask, mom can we fish in the pond for fish and I must say again, no look at the sign, and what does a 4 yr old (at the time)say, but he is doing it.  And I have to explain the whole some people dont follow the rules deal.

So if the sign is going to be up and if you have proof of the doing wrong, a NO answer should not be given. of course thats my opinion.

it should make u angry,  how do you explain to a child something inconsistent like that ........ i guess deny him the opportunity and explain the people fishing r rule breakers.........  the lawn maintenance people fish there once a week..... can we deduct that privilege from the landscape budget ?

just remember, there is nothing in the bylaws,

there is also nothing in the bylaws regarding pumping water from the pond to water your lawn in attempt to circumvent paying the city for your water......

i guess we should hire a psychic to write our bylaws, to add the language regarding parking, fishing, chicken coops and the like, why do we even have bylaws if they r ignored, unenforceable, or lacking in the  language  to address many of our community issues.  it is unrealistic that bylaw language would contain all of the specific, contiuous and  inappropriate things done in our community.....  and really from what charmin says the bylaws dont address  much and what they do address is not enforceable.....how confusing, whats the point

There is in fact a bylaw that states the lake is not to be used for boating, canoe or fishing. The board did take the action of putting a sign up because of issues of people fishing in homeowners back yards. I was at the meeting when it came about. I also believe the sign gives the sheriff's department the right to enforce it if you were to call them when someone is breaking the rule. Sharmin is very helpful and not to make excuses but she has so many properties she could have mistaken one for another.
