In the 1960's Muscatine City Council went to and created a City Administrator Position. At that time it was a upgraded City Clerk's position.  Over the years, sometimes with Council support and approval, the position has grown into a very powerful position controlling virtually all of the cities functions and in many cases city policies.

In 2011 Muscatine could change from a weak Mayor's office where the only power the Mayor has is to nominate appointments to committees and boards, subject to City Council approval ie, NO power.

Some local Industry uses a technique of placing employees on City Council to protect their interests, and lets the mayor kiss babies and cut ribbons.

Under this present system, Muscatine has failed to grow, lost its middle ckass, forced most new home building for middle class out of the City Limits, raised property taxes unbelievely and is staginated beyond belief.

Which Mayor candidate will be able to change this rut we are in?

What Mayor candidate wants to see it changed?

If the City would go to a Full Time Mayor, for thousands of dollars less and eliminate the City Managers job, which Mayor Candidate could run the City?

"...forced most new home building for middle class out of the City Limits."

I thought you posted that there have been no new housing starts in Muscatine; which I responded with facts about three I know of from just one contractor this year. Now you say "most"....Having a hard time getting your facts straight from post to post?

Now you say Muscatine has failed to grow...and yet the 2010 census gives us 42,745 citizens while the 2000 census gives us 41,722 citizens. What about facts is it that you don't get?

I'm talking about the CITY OF MUSCATINE, where did you get your ability to read a chart?

Why don't youy ansewr the questions moron?

Hey, dingbat...they are YOUR words.

"...forced most new home building for middle class out of the City Limits."

If MOST new home building is outside, then the opposite has to be true. That the remainder is INSIDE the city, which means you contradicted your other post when you said there have been no new housing starts in 2011.
