No Trespassing Signs

Was wondering why there are "No Trespassing" signs at the end of San Joaquin and at the 4 way stop on Salado?  Who put the signs there?  They are store bought signs.  If you do not own the property...are you allowed to place signs there legally?

Our understanding is that the owner of the property beyond the signs posted them. He would have a legal right since it is his property.

Do you know who the land owner is and do they own all the land?  It is my understanding that some of the land is owned by the city?
